Who We Are
Beach Cities Health District (BCHD) is a healthcare district focused on preventive health and serves the communities of Hermosa Beach, Manhattan Beach and Redondo Beach. Established in 1955 as a public agency, it offers an extensive range of dynamic health and wellness programs, with innovative services and facilities to promote health and prevent diseases across the lifespan.


State of the Current Campus
Our Redondo Beach campus—extending from Diamond Street to Beryl Street and Prospect Avenue to Flagler Lane— is home to our 60-year-old former hospital building located at 514 North Prospect Avenue. The campus also includes two medical office buildings (510 and 520 North Prospect Avenue).

The next 1-3 years is our “window of opportunity” to address escalating maintenance costs as well as seismic and structural issues common with buildings built in the '50s and '60s. BCHD’s board and the project’s Community Working Group directed staff to take a broader look at the campus and prioritize safety. This occurred after seismic experts provided analysis and preliminary costs that concluded no legal obligation exists to address any building’s structural integrity, but there were issues that should be addressed.


Working with Our Neighbors
A robust public outreach process has been ongoing since 2017, with neighbors, residents and community leaders providing their perspectives about the project. These valued insights—as well as information gathered from expert structural and financial consultants—form the foundation for moving forward.

Healthy Living Campus planning has been a multi-year endeavor. The proposed project has undergone revisions based on community feedback and input from expert structural and financial consultants.

Healthy Living Campus Vision
A master plan has evolved to create a modern Healthy Living Campus that meets the changing health needs of residents and creates a community campus designed for all Beach Cities residents. 

This once-in-a-generation project is our community’s unique opportunity to chart the future of preventive health in the Beach Cities by purposefully building an intergenerational, vibrant campus where people can engage in healthy behaviors, form meaningful connections and be well … for  generations to come. 

Project Objectives
1. Eliminate seismic safety and other hazards of the former hospital building (514 Building).

2. Generate sufficient revenue through mission-derived services to replace revenues that will be lost from discontinued use of the former hospital building and support the current level of programs and services.

3. Provide sufficient public open space to accommodate programs that meet community health needs.

4. Address the growing need for assisted living with onsite facilities designed to be integrated with the broader community through intergenerational programs and shared gathering spaces.

5. Redevelop the site to create a modern Healthy Living Campus with public open space and facilities designed to meet the future health needs of residents, including a Community Wellness Pavilion with meeting spaces for public gatherings and interactive education.

6. Generate sufficient revenue through mission-derived services and facilities to address growing future community health needs.

Working Group

Purpose of the Community Working Group

During the planning phase, Beach Cities Health District (BCHD) staff formed a Community Working Group to help the board develop the project. This group of residents, leaders and stakeholders was selected to represent the various populations and organizations in the Beach Cities and served as a community sounding board and guidepost. Beach Cities Health District hosted three study circles (small break-out groups): intergenerational programs, community gathering spaces and creating a center of excellence. These group sessions were informal and comprised of diverse stakeholders from the three Beach Cities. Participates were selected by BCHD staff to represent a wide variety of local interest and viewpoints, and include city officials/staff, local leaders and residents, members of civic organizations, older adult services, school districts, BCHD committees, Healthy Living Campus community working group and community youth.

On January 14, 2019, the Community Working Group (CWG) convened for the 11th meeting to review and discuss the new Healthy Living Campus Master Plan.

On January 23, 2019, the BCHD Board of Directors held a Special Study Session to review and discuss the new Health Living Campus Master Plan.

BCHD began preparing an Environmental Impact Report (EIR)

In July 2019, BCHD began preparing an Environmental Impact Report (EIR) as the Lead Agency for its Healthy Living Campus as required by the California Environmental Quality Act (CEQA).

The 2020 proposed plan will be analyzed in the Draft Environmental Impact Report, which

  • shortens construction time from nine to five years (in two phases instead of three),
  • reduces RCFE units from 420 to 220, and
  • includes an aquatics center, youth wellness center and 2.5 acres of open space.

Beach Cities Health District (BCHD) will hold a public hearing Wednesday night, Sept. 8, 2021, where the BCHD Board of Directors will consider certifying that the Environmental Impact Report (EIR) for the District’s Healthy Living Campus Master Plan complies with the California Environmental Quality Act (CEQA).

The Beach Cities Health District (BCHD) Board of Directors voted to certify the Final Environmental Impact Report (EIR) for the District’s Healthy Living Campus Master Plan, verifying the document complies with the California Environmental Quality Act (CEQA).
